The Opportunity

The City Economics team within Arup’s Integrated City Planning business is growing and has a new opportunity for a city economics consultant with a background in economics, governance and policy analysis.

The primary responsibilities of this post include, undertaking economic and policy analysis with a keen understanding of place along with spreadsheet based economic modelling as well as GIS-based spatial analysis.

Projects may range from research studies, economic development strategies, business case development, economic appraisal and providing policy and strategy advice. The project work will require a range of quantitative skills, analysing and presenting data and therefore the candidate will need to be highly numerate and adept at developing and working with economic and financial models (Excel based), with a preference for GIS skills (though these can be developed on the job). Alongside this quantitative expertise, the candidate will also be expected to contribute to writing reports and presentations with good writing and communications skills, including using diagrams and other visual aids to enhance storytelling.


Is this role right for you?

We are looking for people with experience in working with data and conducting quantitative research and analysis is essential, as well as conducting qualitative research such as desk-based literature and policy reviews and stakeholder engagement. You will be able to look at both the big picture and the detail on projects, zooming in and out as we seek to understand the nuances of places, programmes and policies to develop broader strategies for our clients.

We are seeking the following skills and experience:

  • Experience in working with multiple data sources (including publicly available statistics, survey data and primary data sources) and in processing and transforming large databases to inform economic analyses.
  • Demonstrated experience in business case, policy advice, economic research and analysis
  • Strong grasp of the economic policy agenda, including initiatives relating to levelling up, transport and infrastructure, decarbonisation, economic inequality, and social value.
  • Experience in applying quantitative research methods and analysis, ranging from descriptive statistical analysis to simple econometric analysis.
  • Experience in (one or more of) social and economic development, urban and local economic growth, transport and environmental economics, and a passion for the subject.
  • Proficiency (or proven ability to develop proficiency) in using software packages for statistical analysis and data visualisation (e.g., R, Python, Power BI). Knowledge of spatial analysis software would also be welcome.
